THE TOWN OF GILBERT PLAINS
SPECIAL COUNCIL MEETING – OCTOBER 31, 2007
A Special meeting of Council was held on Wednesday October 31,
2007 at 11:50 a.m., in the Town of Gilbert Plains Council Chambers.
Council members present were Mayor Lyle Smith, Deputy Mayor Winston
Smith, Councillor James Dzuba, Councillor Curt Gullett and Councillor
Walter Hyrchuck. Also present was CAO Janice C. Lagoski.
Reasonable time of notice was given in accordance to Section
151(2) of The Municipal Act. With a quorum of members present
Mayor Lyle Smith called the meeting to order at 11:50 a.m.
1-CALL TO ORDER

BE IT RESOLVED that Mayor Smith hereby call this special meeting
to order at 11:50 a.m. Carried.
2-AGENDA

BE IT RESOLVED that Council adopt the agenda as amended. Carried.
3-BUSINESS
• Ditch - Concern regarding ditch condition- located along Plan
365 Block A (School Street ditch) requires immediate attention
to ensure accessibility without compromising safety. One hour
of work is ample time required to return to the site and taper
off the west side of the bank to ensure a gradual slope is achieved.
• Strategic Planning Session – need to schedule session before
2008; Janice to request Charlene Gulak to attend November regular
meeting.
• Waste Disposal – issue re: scavenging. The waste disposal operator
received directives from several Councillors re: scavenging. The
waste disposal site has no scavenging signs posted, however it
was duly noted that some of the items would be better “recycled”
rather than contributing to the landfill. Solution – A separate
area will be designated as a “re-use” /recycle/reprocess, individuals
will be permitted to take items from the pile. This way people
are not rummaging through the landfill, contents such as pellets,
windows panes, etc. can be placed and picked up at the designated
area. Janice to consult R.M. and subject to the R.M. agreeing
to the concept, the waste disposal operator will be informed.
- The waste disposal operator punctured a tire while using his
privately owned machinery to conduct work. Use of private equipment
was not requested nor approved. Operator has assured CAO Lagoski,
that he will not be using private equipment without seeking prior
approval.
• Foreman – Halloween patrolling was not discussed at the October
meeting, Council has been assured that members of the Fire Dept,
Ambulance and COPP are prepared to provide volunteer patrolling
of the Town of Gilbert Plains, as per usual. Therefore no overtime
hours will be incurred by Town of Gilbert Plains for employees
to patrol the town. Any patrolling conducted by town employees
will be considered “volunteer” and if personal vehicles are used,
gas will be reimbursed by the Town. Foreman Beckley wanted clarification
re: calls of vandalism and if he is expected to respond on Halloween
night. Clearly vandalism is a RCMP issue and no employee(s) is
to respond! Town employees are not trained in protective services.
