THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING NOVEMBER 13, 2007

A regular meeting of Council was held on Tuesday, November 13, 2007 in the Town of Gilbert Plains Council Chambers. Council members present were Mayor Lyle Smith, Councillor James Dzuba, Councillor Winston Smith, Councillor Curt Gullett and Councillor Walter Hyrchuck.

Also present was Janice Lagoski, CAO.

1-CALL TO ORDER

BE IT RESOLVED THAT Mayor Smith hereby call this regular meeting to order at 7:03 p.m.
Carried.

Councillor Gullet arrived at 7:05 p.m.

2-AGENDA
Hyrchuck/Smith
BE IT RESOLVED THAT Council hereby adopt the agenda as amended.
Carried.

Hyrchuck/Dzuba
BE IT RESOLVED THAT Council hereby adjourn from the order of business to move in camera.
Carried.

Hyrchuck/Gullett
BE IT RESOLVED THAT Council reconvene the public meeting and return to the order of business.
Carried.

3-COMMITTEE REPORTS
Councillor Gullett – Community Fund- 2007 grant applications are available, local groups are encouraged to apply for grant, deadline is November 30, 2007; received provincial funding of $5,000.00 for start up/administration, MLA Stan Struthers presented the cheque.
Councillor Hyrchuck - Attended economic development logo launch. Participated in a focus group (biosphere reserves) re: community strengths and what is required to make communities vibrant and resilient in the future.
Councillor Dzuba - Intermountain Conservation District – attended meeting, reviewed budget, reviewed completed, current and future projects.
Museum – meeting discussing summer students, hydro, budget and proposed shed.
Councillor W. Smith- Attended Parkland Regional Library meeting, MB Rural Entrepreneurship Conference and GP Economic Development meeting.
Mayor Lyle Smith - Attended PARC meeting & toured the hemp processing set up in RM of GP; Attended economic development business development evening.

4-EMPLOYEE REPORTS/DELEGATIONS
8:00 p.m. Lloyd Beckley – Town Foreman met with Council to present the monthly public works report. Discussions included: winter and Christmas preparation, servicing of machinery, water & sewer to unoccupied buildings throughout the winter months, Neptune water system, mower repairs, locating unmarked curb stops, tree removal at compound, burn pile gate, gravelling back lanes & concern expressed re: Janice ordering gravel from Stirlings. Council addressed professionalism issues. Council also requested that Mr. Beckley provide input re: productivity at the next scheduled meeting.

BE IT RESOLVED THAT Council hereby adopt the minutes of the regular meeting on October 9th, 2007.

Gullett/Hyrchuck
BE IT RESOLVED THAT Council hereby adopt the minutes of the special meeting on October 31st, 2007.

Hyrchuck/Gullett
BE IT RESOLVED THAT Council approve the financial statements and paylist by fund for the month of October.
General Account - $73,681.28
Utility Account - $38,297.47

Dzuba/Gullett
WHEREAS Citizens on Patrol Program (C.O.P.P.) is a community based crime prevention initiative;
WHEREAS COPP improves safety in the Gilbert Plains community:
WHEREAS COPP in Gilbert Plains relies exclusively on volunteers to operate;
WHEREAS COPP contributed to the safety and success of Halloween in the Town of Gilbert Plains;
THEREFORE BE IT RESOLVED that each COPP driver operating a personal vehicles for a minimum of 2 hours on October 31st be offered a $10.00 gas voucher.

Hyrchuck/Dzuba
BE IT RESOLVED THAT Council approve a Christmas Lighting Contest for the residences located in the Town of Gilbert Plains and;
FURTHERMORE, appoint Councillor Gullett to organize the said contest.

Smith/Dzuba
WHEREAS PARKS ROUTE INC. is hosting their semi-annual meeting in Brandon on November 29, 2007 @ 1:15;
BE IT RESOLVED THAT Council authorize Mayor Smith to attend the meeting:
AND FURTHERMORE THAT expenses be reimbursed as per remuneration by-law.

BE IT RESOLVED THAT Council approve a grant to the Angel Tree Project in the amount of $125.00.

Hyrchuck/Smith
BE IT RESOLVED THAT Council decline the request for financial support for the Grade 6 field trip to Winnipeg scheduled for June 2008.

Gullett/Dzuba
WHEREAS Manitoba Crime Stoppers are requesting support for their 2007 campaign;
WHEREAS the Town of Gilbert Plains provided a grant in February 2007;
THEREFORE BE IT RESOLVED THAT Council decline the request for additional support. Carried.

Gullett/Dzuba
WHEREAS Parkland Tourism and Dauphin Tourism are seeking a grant to produce a brochure and cards that encompass the area of: Town & R.M. of Gilbert Plains, Town & RM of Grandview, Village & RM of Ethelbert, RM of Mossey River, RM of Lawrence, RM of Ochre River, City & RM of Dauphin;
THEREFORE BE IT RESOLVED THAT Council hereby approve the request for a grant in the amount of $250.00. Carried.

Smith/Dzuba
WHEREAS Munisoft is offering a series of workshops for MMAS tax and utility billing upgraded software;
WHEREAS a workshop will be offered in Dauphin November 21st and 22nd.
BE IT RESOLVED THAT Council authorize the purchase of the software upgrade and furthermore that the Town Office be closed for November 21st and 22nd. Carried.

Dzuba/Hyrchuck
WHEREAS one computer workstation does not have the minimum standards to support the technological requirements for the Equinox-MR program nor the future upgrades;
BE IT RESOLVED THAT Council accept the computer workstation and system detailed on the Munisoft quote dated November 6, 2007. Carried.
