THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING NOVEMBER 12, 2008
A regular meeting of Council was held on Wednesday, November
12, 2008 in the Town of Gilbert Plains Council Chambers. Council
members present were Mayor Lyle Smith, Deputy Mayor Winston Smith,
Councillor Walter Hyrchuck, Councillor James Dzuba and Councillor
Curt Gullett.
Also present was Janice C. Lagoski, CAO
1-CALL TO ORDER

BE IT RESOLVED THAT Mayor Lyle Smith call this regular meeting
to order at 7:27 p.m. Carried.
2-AGENDA

BE IT RESOLVED THAT COUNCIL adopt the agenda as amended. Carried.
3-COMMITTEE REPORTS
4-EMPLOYEE REPORTS/DELEGATIONS
8:00 p.m. Lloyd Beckley, Town Foreman, met with Council to present
the monthly public works report.
8:45 p.m. Gilbert Plains Ambulance Service represented by Andrea
Puchailo and Tamara Robak addressed Council re: concerns between
the Emergency Services Committee and the Ambulance Service.
CAO’S REPORT

BE IT RESOLVED THAT COUNCIL approve the October 14th, 2008 regular
meeting minutes as circulated.

BE IT RESOLVED THAT COUNCIL approve expenditures and related financial
statements for the month of October.
General - $ 68,349.48
Utility - $ 9,365.76 Carried.
Gullett/Hyrchuck
BE IT RESOLVED THAT the Mayor, Councillors and C.A.O. be authorized
to attend the 10th Annual Convention of the Association of Manitoba
Municipalities in Winnipeg, from November 24 -27. Carried.

BE IT RESOLVED THAT the Mayor be authorized to endorse the terms
of engagement with Sensus for the year ending December 31, 2008.

BE IT RESOLVED THAT COUNCIL authorize an application to construct
a fence located at Lot 15/16
Block 20 plan 376 (411 Cutforth Street N) provided the fence is
constructed:
• In accordance with the diagram dated November 2, 2008
• On the property line of the applicant
• At a height not exceeding 6 feet in height.

WHEREAS a Journey to Bethlehem production is seeking permission
to close off several streets in the Town of Gilbert Plains on
December 7, 2008 between the hours of 5:00 p.m. to 9:00 p.m.;
THEREFORE BE IT RESOLVED that Council authorizes the street closure,
as detailed on attached map, for the Journey to Bethlehem production,
subject to the approval of Hwy dept authorizing the closure of
main street. Carried.
Gullett/Hyrchuck
BE IT RESOLVED THAT COUNCILLOR James Dzuba be re-appointed to
the Intermountain Conservation District as the Town of Gilbert
Plains representative for 2008/09. Carried.
Dzuba/Smith
BE IT RESOLVED THAT COUNCIL approve a Christmas Lighting Contest
for the residences & businesses located in the Town of Gilbert
Plains and;
Furthermore, appoint Councillor Gullett to organize the said contest
with First prize in the amount of $80.00, Second prize in the
amount of $65.00, Third prize in the
amount of $50.00 and one business class of $100.00.

BE IT RESOLVED THAT COUNCIL authorize the Town of Gilbert Plains
employees to have completed work at noon on December 24, 2008.
AND FURTHERMORE that office be closed at December 24 at noon.
Carried.

BE IT RESOLVED that Council give first reading to By-Law # 2008-06
Being a By-Law to provide for the conditions precedent allowing
for Collection and Disconnection of Water and/or Sewer Services
for non-payment of accounts. Carried.

BE IT RESOLVED that Council give second reading to By-Law # 2008-06
Being a By-Law to provide for the conditions precedent allowing
for Collection and Disconnection of Water and/or Sewer Services
for non-payment of accounts. Carried.
