THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING JANUARY 12, 2010

A regular meeting of Council was held on Tuesday, January 12, 2010 in the Town of Gilbert Plains Council Chambers. Council members present were Mayor Lyle Smith, Deputy Mayor Winston Smith, Councillor Curt Gullett, Councillor Walter Hrychuck and Councillor James Dzuba.

Also present was Janice C. Lagoski, CAO.

1-CALL TO ORDER
BE IT RESOLVED THAT Mayor Lyle Smith call this regular meeting to order at 7:30 p.m. Carried.

2-AGENDA

BE IT RESOLVED THAT COUNCIL adopt the agenda as circulated as circulated Carried.
Councillor Curt Gullet arrived at 7:40pm.

4-EMPLOYEE REPORTS/DELEGATIONS
8:00 p.m. – Former Town Foreman /Lloyd Beckley- presented a Town of Gilbert Plains pocket watch to reflect Council’s appreciation for 22 years of service. Council also extended best wishes toward a successful future as Operator at the G3 Regional Water Co-operative.
8:10 p.m. – Town Foreman Roy Becks – met with Council re: maintenance report.
8:30 p.m. - G. P. Economic Development – Jose Randell discussed future development opportunities.
8:45 p.m. – EMO Coordinator – Laureen Duncan – re: Emergency preparedness with emphasis on the new regional water treatment plant.

BE IT RESOLED THAT Council adopt the minutes of the December 8, 2009 meeting as circulated. Carried.

BE IT RESOLVED THAT Council approve the list of accounts for the month ending December 31, 2009.
General A/C # 9474-9572 in the amount of $ 101,377.96.
Utility A/C # 2241-2260 in the amount of $ 18,582.95. Carried.

BE IT RESOLVED THAT COUNCIL authorize a grant to the Gilbert Plains Band in the amount of $1,000.00. Carried.

Hyrchuck/Gullett
BE IT RESOLVED THAT COUNCIL authorize a grant to the Gilbert Plains – Grandview Agricultural Society in the amount $2,000.00. Carried.

Dzuba/Smith W,
BE IT RESOLVED THAT COUNCIL authorize a grant to the Gilbert Plains Community Fund in the amount of $200.00 toward the rental of the facility hosting their major fundraising event on February 6, 2010. Carried.

Smith W./Gullett
BE IT RESOLVED THAT COUNCIL authorize a donation to Manitoba Crime Stoppers in the amount of $100.00. Carried.

Gullett/Hyrchuck
BE IT RESOLVED THAT Council approve a full page advertisement in the 2010 Gilbert Plains Collegiate Institute Yearbook. Carried.

BE IT RESOLVED THAT Council authorize the 2010 membership with the Hudson Bay Route Association in the amount $50.00. Carried.

Hyrchuck/Gullett
WHEREAS the Canadian Red Cross is vital component to the Gilbert Plains Emergency Preparedness;
WHEREAS the Canadian Red Cross provided registration and inquiry services in a disaster;
THEREFORE BE IT RESOLVED THAT Mayor Lyle Smith be authorized to endorse a Memorandum / Letter of Understanding between the Town of Gilbert Plains and The Canadian Red Cross Society – Manitoba Region. Carried.

BE IT RESOLVED That Council approve the Gilbert Plains Community Development Corporation audited financial statements for the year ending December 31, 2008. Carried.

BE IT RESOLVED THAT Council give a second reading to By-Law #2010-01 being a By-Law appointing municipal officers, defining their duties and establishing their salaries for 2010. Carried.

BE IT RESOLVED THAT Council hereby give third and final reading to By-Law #2010-01 being a By-law appointing municipal officers, defining their duties and establishing their salaries for 2010.
