THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING SEPTEMBER 11, 2007

A regular meeting of Council was held on Tuesday, September 11, 2007 in the Town of Gilbert Plains Council Chambers. Council members present were Mayor Lyle Smith, Councillor James Dzuba, Councillor Curt Gullett and Councillor Walter Hyrchuck.

Regrets: Councillor Winston Smith

Also present was Janice Lagoski, CAO.

Reasonable time of notice was given in accordance to Section 151 (2) of the
Municipal Act. With a quorum of members present Mayor Smith called the meeting to order at 2:30 p.m.

1-CALL TO ORDER

BE IT RESOLVED THAT Mayor Smith call this regular meeting to order at 2:30 p.m.

2-AGENDA

BE IT RESCOLVED THAT Council adopt the agenda as circulated.
Carried.

3-COMMITTEE REPORTS
Mayor Lyle Smith – Ambulance, Fire and PARC updates.
Councillor James Dzuba – provided IMCD update, still seeking citizen rep.
Councillor Gullett – discussed concerns raised by the RM of Gilbert Plains in a letter sent the Mayor and Council of the Town of Gilbert Plains regarding matters involving the Centennial Park Board.
Councillor Walter Hyrchuck – briefing on the meeting with Hugh McFayden (Provincial Leader of the Opposition).

4-EMPLOYEE REPORTS/DELGATIONS
Lloyd Beckley – Town Forman met with Council to present the monthly public works report. Discussions included: Weed Control – critical that all spraying be completed in September; Benches & Flower Beds- Councilor Dzuba will compile a list of benches to be removed for winter months; Seasonal Staff – full time hours will be available until September 28th, 2007; Dog Control – only complaints in writing will be acted on and Janice will investigate standards required for winter conditions. Culverts- clean outs must be completed , co-op culvert (west approach) needs to be flushed. Tree Planting – Lloyd stated that locates are current and tree planting can be done at any time, Council requested that Lloyd check on locates being good beyond 10 days. Patching – supplies to be used up (Maud/Burrows/Park).Waste Disposal- mechanical needs for cat need to looked at with Jim Musey, sprockets were redone 2 years ago, railing and chain were not. Fire Hydrants – need painting.
Laureen Duncan – new Emergency Measures Coordinator submitted updated comprehensive Emergency Plan for the Town and R.M. of Gilbert Plains, provided a brief update and will be attending an Evacuation Management and Emergency Social Service Operations Workshop in Russell September 22, 2007 (also attending: Lyle Smith, Jose Randell, Barry Randell, Winston Smith and Janice Lagoski).

5-CAO REPORT’S

BE IT RESOLVED THAT Council adopt the minutes of the regular meeting of August 14, 2007. Carried.

Gullett/Dzuba
BE IT RESOLVED THAT Council approve the expenditures and the pay list by fund for the month of August.
General Account - $ 287,681.42
Utility Account - $ 15,754.77

Gullett/Dzuba
WHEREAS amendments to the Town and Rural Municipality of Gilbert Plains Emergency Plan were required in 2007.
THEREFORE BE IT RESOLVED that the Town of Gilbert Plains of Gilbert Plains Emergency Plan hereby be approved.

BE IT RESOLVED THAT Janice Lagoski, CAO attend the District #7 meeting being held in Ste. Rose on Monday September 17, 2007.

Gullett/Hyrchuck
BE IT RESOLVED THAT Council authorized Mayor Smith to sign the memorandum of understanding with the Manitoba Water Stewardship
Board and participating municipalities regarding a regional water system; provided the Regional Water Co-operative is structured to provide each member equal representation;
And furthermore that Mayor Smith, CAO Lagoski and Councillor Dzuba attend future meetings regarding one water Co-operative.

BE IT RESOLVED THAT Council hereby give authorization for municipal equipment to be used for the purposes of maintaining the ball diamond, provided the equipment is operated by a Town of Gilbert Plains employee.
