THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING MARCH 10, 2009
A regular meeting was held on Tuesday, March 10, 2009 in the
Town of Gilbert Plains Council Chambers. Council members present
were Mayor Lyle Smith, Deputy Mayor Winston Smith, Council Walter
Hyrchuck and Councillor James.
Regrets: Councillor Curt Gullett
Also present was Janice C. Lagoski, CAO.
1-CALL TO ORDER
BE IT RESOLVED THAT Mayor Lyle Smith hereby call this meeting
to order at 7:30 p.m. Carried.
2-AGENDA

BE IT RESOLVED THAT Council adopt the agenda as amended.
Carried.

8:00 p.m. Lloyd Beckley, Town Foreman addressed Council re: monthly
public works report.
8:30 p.m. – Scott Gerrand and Keith McDougall to discuss an offer
to purchase and develop property.
5-CAO’S REPORT

BE IT RESOLVED THAT Council approve the minutes from the February
10, 2009 regular meeting as circulated. Carried.

BE IT RESOLVED THAT Council approve expenditures for the month
of February:
General - $ 53,862.93
Utility - $ 7,201.19 Carried.
Smith/Hyrchuck
WHEREAS The Municipal Act ss 183(2) requires financial information,
pertaining to the preceding year, to be submitted to the Supervisor
of Municipal Accounting, Manitoba Intergovernmental Affairs by
March 15;
WHEREAS the designated Auditor is not available until March 19,
2009;
WHEREAS unaudited financial statements are available and have
been reviewed by Council;
THEREFORE BE IT RESOLVED THAT Council authorize the said statements
be submitted to IGA until such time as the audited statements
are prepared and forwarded. Carried.

BE IT RESOLVED THAT Council approve two employees to attend the
MWAA Convention March 23, 24 and 25th. Carried.

WHEREAS the Rodeo is an event hosted locally and relies on volunteers
& local financial support;
BE IT RESOLVED THAT Council authorize the sponsorship for Gilbert
Plains Rodeo in the amount of $300.00. Carried.
Hyrchuck/Dzuba
BE IT RESOLVED THAT Council authorize a grant to Helping Our People
Everyday Inc. in the amount of $100.00. Carried.
Smith/Dzuba
BE IT RESOLVED THAT Council authorize the sponsorship for the
Gilbert Plains Collegiate Institute for the 2009 Yearbook in the
amount of $65.00 for a half page advertisement. Carried.

BE IT RESOLVED THAT Council accept the carpet quote # 4561156
for the materials and labour. Carried.

BE IT RESOLVED THAT Council schedule the April Regular Council
meeting for April 21st at 7:30 p.m. Carried.

BE IT RESOLVED THAT Council authorize Mayor Lyle Smith and CAO
Lagoski to endorse amended policing Service Agreement.

BE IT RESOLVED THAT Council authorize Teresa Gulak to attend the
Parkland Region Round Table Discussion on the Mobility Disadvantaged
Transportation policy, in Dauphin March 17, 2009.

BE IT RESOLVED THAT Council hereby give first reading to By-Law
# 2009-03 Being a By-law to fix Remunerations for Council members
and establish the Rates of Reimbursement for Mileage and Travel
Expenses for Members, Employees and Officers of the Municipality.

BE IT RESOLVED THAT Council hereby give second reading to By-Law
# 2009-03 Being a By-law to fix Remuneration for Council members
