REGULAR COUNCIL MEETING DECEMBER 9, 2008
A regular meeting of Council was held on Tuesday, December 9,
2008 in the Town of Gilbert Plains Council Chambers. Council members
present were Mayor Lyle Smith, Deputy Mayor Winston Smith, Councillor
Walter Hyrchuck, Councillor James Dzuba and Councillor Curt Gullett.
Also present was Janice C. Lagoski, CAO
1-CALL TO ORDER

BE IT RESOLVED THAT Mayor Lyle Smith call this regular meeting
to order at 7:00 p.m. Carried.

BE IT RESOLVED THAT COUNCIL adopt the agenda as circulated. Carried.

BE IT RESOLVED THAT COUNCIL approve the November 12, 2008 regular
meeting minutes as circulated. Carried.

BE IT RESOLVED THAT COUNCIL approve the November 21, 2008 Public
Hearing minutes as circulated. Carried.
Hyrchuck/Gullett
BE IT RESOLVED THAT COUNCIL approve the December 3, 2008 public
hearing minutes as circulated. Carried.

BE IT RESOLVED THAT COUNCIL approve expenditures and related financial
statements for the month of November
General - $104,221.23
Utility - $ 18,766.36

WHEREAS section 163 of The Municipal Act requires an interim budget
is required until such time as a budget for the fiscal year of
2009 is adopted;
THEREFORE BE IT RESOLVED that Council adopt the following interim
budget:
General Government Service $ 65,000.00
Protective Service $ 35,000.00
Recreation & Cultural Service $ 50,000.00
Transportation Services $ 50,000.00
Environmental Health Services $ 50,000.00
Economic Development Services $ 10,000.00
Public Health & Welfare Services $ 1,000.00
Fiscal Services $ 25,000.00
Utility $1,050,000.00
TOTAL $1,336,000.00

WHEREAS the Parkland Humane Society provides ongoing canine support
and assistance to the Town of Gilbert Plains;
WHEREAS the adoption program, low income spay and neuter programs
are beneficial;
THEREFORE BE IT RESOLVED That Council authorize a grant to the
Humane Society in the Amount of $150.00 Carried.
Gullett/Dzuba
BE IT RESOLVED THAT COUNCIL authorize Mayor Smith and CAO Lagoski
to endorse the 2009 Building Code Inspection Service Contract.

BE IT RESOLVED THAT COUNCIL authorize Mayor Lyle Smith to endorse
the Service Purchase Agreement with the PRHA.

BE IT RESOLVED THAT COUNCIL give first reading to By-Law #2008-05
Being a By-Law to provide for the Expenditures and Borrowing of
Funds for a proposed Regional Water Treatment Plant and Water
Pipeline. Carried.

BE IT RESOLVED THAT COUNCIL give third and final reading to By-Law
# 2008-06 Being a By-law to Provide for the Conditions Precedent
Allowing for Collection and Disconnection of Water and/or Sewer
Services for Non-payment of Accounts. Carried.
Hyrchuck/Gullett
BE IT RESOLVED THAT COUNCIL give first reading to By-Law # 2009-01
Being a By-Law to appoint Municipal Officers, Defining their Duties
and Fixing their Salaries for 2009. Carried.
