THE TOWN OF GILBERT PLAINS
REGULAR COUNCIL MEETING OCTOBER 9, 2007
A regular meeting of Council was held on Tuesday, October 9,
2007 in the Town of Gilbert Plains Council Chambers. Council members
present were Mayor Lyle Smith, Councillor James Dzuba, Councillor
Curt Gullett and Councillor Walter Hyrchuck.
Regrets: Councillor Winston Smith.
Also present was Janice Lagoski, CAO.
1-CALL TO ORDER

BE IT RESOLVED THAT Mayor Smith hereby call this regular meeting
to order at 7:30 p.m.

2-AGENDA
Hyrchuck/Gullett
BE IT RESOLVED THAT Council adopt the agenda as circulated.
Carried.
Board of Revision did not convene as there were no challenges
regarding the 2008 Assessment Roll.
3-COMMITTEE REPORTS
Councillor Gullett- Sunset Lodge Report- discussed vacancy status
and financial issues. - Community Fund received operating grant
to administer fund; Garden Tour successful; will be taking funding
applications to distribute an amount of $2,500 , funding application
deadline is November 30th, 2007.
Councillor Dzuba Handivan exploring new and various classes
of vans; fall supper scheduled for October 21st, 2007;
IMCD - John Towles will replace Ike Yellowega as the Town of Gilbert
Plains citizen representative.
Mayor Smith Emergency Measures Organization attended the
EMO session in Russell on Saturday September 22nd, 2007. Session
provided valuable information re: social services and transportation
management.
4-EMPLOYEE REPORTS/DELGATIONS
8:05 p.m. Lloyd Beckley Town Foreman met with Council to present
the monthly public works report. Discussions included: Lagoon
cell to be released prior to November 3, pending lagoon sample
return/authorization; Dump Cat- waiting on sprockets, will work
with RM to complete repairs; Weed Control majority of the weed
applications on town property has been conducted, very few residential
properties were completed, discussed no drift roller applicator
; Overtime- accumulation and usage discussed; Dog Control- clarification
pertaining to shelter via The Animal Control Act, which states
that adequate shelter is required; Hydrants-will be winterized
in the next month; Trees 12 trees planted, several more will
be planted, Lloyd expressed concern that the current tree nursery
provides inadequate shelter; Waste Disposal vehicles have been
accessing the dump through 40-1-2688, posts will be erected.
8:35 p.m. Sgt. Jim Houston presented and reviewed RCMP statistical
reports (Mayors Report) for April 1 to June 30, 2007 and July
1- September 30, 2007. Concerns re: crime follow-up, crime reduction,
rural auxiliary, police presence, speeding and other traffic issues
were raised by Council members.
5-CAOS REPORTS

BE IT RESOLVED THAT Council adopt the regular meeting minutes
on September 11, 2007 as circulated.

BE IT RESOLVED THAT Council approve expenditures and related financial
statements for the month of September.
General Account - $45,955.81
Utility Account - $ 3,727.60

WHEREAS Section 326 of the Municipal Act provides for the imposition
of supplementary taxes;
AND WHEREAS IGA Assessment Services has prepared a list of assessment
changes to be made to the respective tax roll for 2007;
THEREFORE BE IT RESOLVED THAT the additions to the tax roll in
the amount of $7,028.87;
AND THAT the amount of $292.26 be cancelled, as detailed in schedule
A, are hereby ratified.

WHEREAS Dale Wehnan has accepted the position of Waste Disposal
Operator;
WHEREAS the Waste Disposal Site is a joint initiative between
the Town and the Rural Municipality of Gilbert Plains that must
be operated in accordance with the Waste Disposal Ground Regulation
150/91;
BE IT RESOLVED THAT COUNCIL hereby accept the agreement between
the Town of Gilbert Plains the Rural Municipality and the Waste
Disposal Operator and furthermore authorize the Mayor to execute
the agreement.

BE IT RESOLVED THAT Council authorize the Mayor, Councillors and
CAO to attend the 9th Annual AMM convention in Brandon, MB., from
November 26-29, 2007.

WHEREAS the Gilbert Plains Fire Department is conducting a Farm
Rescue Training;
WHEREAS Town equipment will be required for the purpose of relocating
fire equipment;
BE IT RESOLVED THAT Council hereby give authorization for municipal
equipment to be used on October 19, 20 & 21 to relocate equipment
for the Farm Training, providing the equipment is operated by
Town of Gilbert Plains employee.

BE IT RESOLVED THAT Council hereby give authorization for municipal
equipment to be used for the purposes of fall general clean up
at the Centennial Park, provided the equipment is operated by
a Town of Gilbert Plains employee.

WHEREAS Ike Yellowega was the Intermountain Conservation District
representative for Gilbert Plains;
WHEREAS Ike Yellowega no longer resides in the area.
BE IT RESOLVED THAT Council appoint John Towle to replace Ike
Yellowega as the IMCD Representative.

WHEREAS, the building located at 14/15 9-288 requires roof repairs;
WHEREAS, the evestroughs and fascia may also require repairs;
BE IT RESOLVED THAT Council authorize the costs associated with
the repairs.

WHEREAS Plains View Bowling Association is requesting funds to
help with tournament costs and awards.
WHEREAS the Town of Gilbert Plains provided a grant in February
2007 to the Plains View Bowling Assoc.
THEREFORE BE IT RESOLVED THAT Council declines Plains View Bowling
Association for additional sponsorship in 2007.

WHEREAS Westman Communications Group requires the approval from
the Town of Gilbert Plains to replace faulty cable on the corner
of Cutforth Street North and Gordon Ave.
BE IT RESOLVED THAT Council approve the replacement of existing
cable provided clearance is obtained from other interested authorities
including MB Highways and Transportation Dept.

BE IT RESOLVED THAT Council hereby give third and final reading
to
By-Law #2007-09, being a by-law to regulate trees on public property
within the Town of Gilbert Plains.
In Favor-Mayor L. Smith, Councillor J. Dzuba, Councillor C. Gullett

Councillor Hyrchuck.

WHEREAS Breast Cancer is the most frequently diagnosed cancer
in Canadian Women and is a serious Disease that will affect 22,300
women, 170 men and their families this year, and
WHEREAS the Canadian Breast Cancer Foundation strives to be an
effective advocate, a respectful Partner and a resourceful catalyst
in creating a future without breast cancer;
THEREFORE BE IT RESOLVED that Council hereby proclaim October
in 2007 as Breast Cancer Awareness Month.
