September 8, 2009 Regular Meeting Minutes
On Tuesday, September 8, 2009, the Council of the Rural Municipality
of Gilbert Plains met at 9:00 a.m. in the Council Chambers of
the Rural Municipality of Gilbert Plains municipal office.

1} Call meeting to order
Resolution #162-09 Safronetz/Basaraba
Be it resolved that Reeve Malowski calls this meeting to order
at 9:03 a.m. Carried.
2} Additions to/Adoption of Agenda.
Resolution #163-09 Rehirchuk/Michaluk
Be it resolved that Council adopts the agenda of this meeting
as amended. Carried.
3} Adopt Minutes
Resolution #164-09 Basaraba/Bates
Be it resolved that Council adopts the minutes of the regular
meeting held on August 25, 2009 as presented. Carried.
4} Business arising from minutes – n/a
5} Delegations
9:15 am Warren Radborne, Ed Blanchard and Kim Secord, Representatives
of Manitoba Highways, attended the meeting in response to Council’s
request to discuss matters surrounding the maintenance of Hwy
274. Discussions included the drop from pavement to municipal
road along the first foot from the pavement and the gravel wind-rows
left along 274 east/west road.
10:00 am Terry Demchuk attended the meeting to appeal the invoice
received from the RM Office relating to fire cost recovery. Council
agreed to review this matter further with Fire Department officials
and the EMS Board prior to making a final decision on the status
of the invoice.
6} Accounts & Finance
Resolution #165-09 Michaluk/Bates
Be it resolved that Council approve the expenditures in the following
amounts, as per the list of accounts:
General Operating $40,673.59 for cheques #3840 to #3870
Utility $4,784.44 for cheques #1157 to #1168. Carried.
Resolution #166-09 Safronetz/Basaraba
Be it resolved that Council adopt the financial statement for
the month of August, 2009. Carried.
7} By-laws – n/a
8} General Business
Resolution #167-09 Bates/Rehirchuk
Be it resolved that Council authorizes the CAO to attend the MMAA
District Meeting being held in Ochre River on September 18, 2009.
Carried.
Council reviewed the survey request from AMM regarding “Provincial
downloading” and agreed to provide CAO with items of concern to
be submitted prior to Sept 30th deadline.
Ward Business
CAO advised Council of response received from RM of Dauphin regarding
objection to Drainage licence application NE13-26-21W. In consideration
of the RM of Dauphin’s concerns, Council directed CAO to respond
indicating culvert diameter would be sized to correspond with
downstream culvert measurements.
Rural Water Business
Reeve Malowski reported on the G3 Water Co-op Meeting held on
September 3, 2009 and advised Council of the meeting established
with the Deputy Minister for September 30, 2009
Resolution #168-09 Safronetz/Basaraba
Whereas the RM invited tenders for the completion of rural water
service connections; Be it resolved that Council accepts the tender
provided by CGS Transport Ltd dated August 27, 2009 conditional
upon receipt of Provincial funding and conditional upon Operator’s
acceptance of the Municipality’s terms and conditions of project.
Carried.
Council struck a committee consisting of Councillors Safronetz
and Michaluk, CAO and Water Treatment Operator Lionel DeBaets
to formalize a plan for the proposed service connections.
9} Committee Reports
Transportation Services
Council reviewed the Public Works monthly ward work breakdown
and the Miles Completed breakdown for August, the Public Works
Banked time schedule, the Sale of Service invoicing list for August
and the current outstanding Work Order listing.
Nuisance Grounds
CAO advised that Dale Wehnan would not be able to man the waste
disposal site from 2-6 pm, September 8th due to a medical appointment.
An agreement has been set with the Town Office in which each office
would alternate coverage as required and since the Town has already
completed one Saturday shift, the RM Public Works would be responsible
for coverage for September 8th.
Mountainview Planning District
CAO advised Council of Development/Building permits in process,
which include: Cooper and Kilford.

Be it resolved that Council adjourns from the meeting at 12:30
pm. Carried.
