August 26, 2008 Regular Meeting Minutes

On Tuesday, August 26, 2008, the Council of the Rural Municipality of Gilbert Plains met at 9:00 a.m. in the Council Chambers of the Rural Municipality of Gilbert Plains municipal office.

1} Call meeting to order

Be it resolved that Reeve Malowski calls this meeting to order at 9:00 a.m. Carried.

2} Additions to/Adoption of Agenda.
Resolution #168-08 Bates/Bassett
Be it resolved that Council adopts the agenda of this meeting as amended. Carried.

3} Adopt Minutes
Resolution #169-08 Basaraba/Safronetz
Be it resolved that Council adopts the minutes of the regular meeting held on August 12, 2008 as presented. Carried.

4} Business arising from minutes

5} Delegations
9:15 am Lionel DeBaets representative for the Public Works Department attended the meeting to discuss ongoing maintenance and public works operations and included a verbal report on his attendance at the Weed Association Summer Tour on July 24 and 25, 2008. Lionel also reported on tires problems with the mower.

6} Committee Reports
Transportation Services
Council reviewed the outstanding work order listing, Public Works monthly ward work breakdown for July and the Public Works ward work cumulative hours for January to July.

Economic Development Board
Councillor Basaraba advised Council that the opportunity to purchase the bowling alley has concluded and unfortunately was unsuccessful.

7} Accounts & Finance
Resolution #170-08 Basaraba/Bates
Be it resolved that Council approve the expenditures in the following amounts, as per the list of accounts:
General Operating $56,037.72 for cheques #2997 to #3030
Utility $2,217.70 for cheques #916 to #922. Carried.

9} General Business
CAO informed Council that Town CAO Janice Lagoski has advised that the Town Council has decided not to participate in a joint Town/RM Christmas supper and social evening for the upcoming season.

CAO advised Council of the Administrative Assistant’s successful completion of the MMAA Certificate Program course “Managing the Human Resource Function” and her enrolment in the “Municipal Law” course. Council agreed to authorize upfront payment of tuition fees conditional upon attainment of a passing grade.

Ward Business
Council reviewed grading complaints received from Ward Three ratepayers and discussed this matter with Public Works Operator Lionel DeBaets to ensure more time is spent in preparing the roads for the harvest season with fanning ridges and removing ridges at intersections.

Council reviewed and approved Work Orders #08-34 to 08-36.

Rural Water Business
As a result of increased TDS readings, Council reviewed the data from the membrane probing and agreed that six membranes should be replaced.
