On Tuesday, March 25, 2008, the Council of the Rural Municipality of Gilbert Plains met at 9:00 a.m. in the Council Chambers of the Rural Municipality of Gilbert Plains municipal office.

Be it resolved that Reeve Malowski calls this meeting to order at 9:05 a.m. Carried.

2} Additions to/Adoption of Agenda.

Be it resolved that Council adopts the agenda of this meeting as circulated. Carried.

3} Adopt Minutes

Be it resolved that Council adopts the minutes of the regular meeting held on March 11, 2008 as presented. Carried.

5} Delegations
9:30 am Roy Vadeboncoeur, Brandt Tractor attended the meeting to provide further details of the grader proposal.

11:00 am Derm English, Community Planning, attended the meeting to provide Council with information regarding available funding for GIS mapping systems for Planning Districts. Council agreed to provide their support in principle to the Mountainview Planning District for the acquisition of digital data, software and gps data capturing devices.

11:30 am Ross McBey, Toromont Cat attended the meeting to provide further details of the grader proposal.

1:30 pm Rod Stacy, Westcon Volvo attended the meeting to provide further details of the grader proposal.

6} Committee Reports
Dauphin Veterinary Services
Resolution #77-08 Basaraba/Rehirchuk
Whereas Council had requested the Dauphin Veterinarian District Board conduct a formal review of the client base and determine the current use of the facility; large animal verses small and rural verses urban; And whereas the Board has not done due diligence in sourcing funds from other municipalities that use the service; Therefore be it resolved that Council hereby serve notice of withdrawal from the Form 1 Agreement until such time as the Board presents a current and justifiable cost sharing agreement between all municipalities represented in the client base. Carried.

Sunset Lodge
Councillor Safronetz reported on his attendance at the Board Meeting held on March 19, 2008 in which the Board will consider updating their constitutional by-law to remove the R.M. and Town representatives from the Board organization.

Mountainview Planning District
CAO advised Council of recent development permits and building permits issued: GP Co-op.

Be it resolved that Council hereby adjourns until 1:15 p.m. Carried.

7} Accounts & Finance
CAO advised Council of the Administrative Assistant’s successful completion of the MMAA Certificate Program course “Municipal Administration” and her enrolment in the “Managing the Human Resource Function” course. Council agreed to authorize upfront payment of tuition fees conditional upon attainment of a passing grade.

Be it resolved that Council approve the expenditures in the following amounts, as per the list of accounts:
General Operating $53,512.15 for cheques #2655 to #2683
Utility $4,735.61 for cheques #815 to #822. Carried.

Be it resolved that Council authorizes the CAO to attend the MMAA Annual Conference being held in Winnipeg, April 27-30, 2008. Carried.

Resolution #81-08 Rehirchuk/Safronetz
Be it resolved that Council hereby adjourns from the order of business to move in camera.

Council held a discussion regarding joint RM/Town matters surrounding the Recreation Commission.

Resolution #82-08 Rehirchuk/Bates
Be it resolved that Council hereby reconvenes the public meeting and returns to the order of business and furthermore resolves that the matter discussed in camera shall be kept confidential until otherwise decided by Council. Carried.
