January 22, 2008 Regular Meeting Minutes
On Tuesday, January 22, 2008, the Council of the Rural Municipality
of Gilbert Plains met at 8:30 a.m. in the Council Chambers of
the Rural Municipality of Gilbert Plains municipal office.

1} Call meeting to order
Resolution #20-08 Bates/Michaluk
Be it resolved that Reeve Malowski calls this meeting to order
at 8:30 a.m. Carried.
2} Additions to/Adoption of Agenda.
Resolution #21-08 Safronetz/Bassett
Be it resolved that Council adopts the agenda of this meeting
as amended. Carried.
3} Adopt Minutes
Resolution #22-08 Michaluk/Rehirchuk
Be it resolved that Council adopts the minutes of the regular
meeting held on January 8, 2008 as presented. Carried.
4} Delegations
9:00 am Dick Menon, MWSB. Council held a conference call with
Dick Menon to discuss matters relating to the proposed water co-op.
Councillor Basaraba left the meeting at 9:25 am for personal
reasons.
9:30 am Jim Musey, WTP Operator attended the meeting to discuss
results of membrane cleaning.
10:00 am Town Council Mayor Lyle Smith, Councillor James Dzuba
and CAO Janice Lagoski; Charlene Gulak, Chair Economic Development
Board and Jim Musey, WTP Operator attended the meeting to discuss
matters relating to the proposed water co-op.

Be it resolved that Council hereby adjourns until 1:15 p.m. Carried.
Councillor Basaraba returned to the meeting at 1:15 p.m.
5} Business arising from minutes
Councillor Safronetz reported to Council on his meeting held on
January 11th with Jason Tomski, Manitoba Water Stewardship, regarding
unauthorized water control works at NE25-26-21W. Since the culvert
in question has been in place for an unknown length of time, it
will remain in place and be kept open to allow water to flow through
a natural run from north to south. Ditching along the west side
of 25-26-21W will not be authorized. Council does support the
construction of a grassed waterway to connect to the existing
drainage. It was further agreed that Jason Tomski will attend
a Council Meeting in the near future to discuss licensing options
for the drainage issues at 24-27-22W.
6} Committee Reports
Protective Services
Councillor Michaluk reported on the Volunteer Recruitment and
Retention Seminar hosted by the EMS Board on January 9, 2008.
Transportation Services
Council directed CAO to provide a one hour credit toward sale
of service for Stephen Scott due to Operator error.
Resolution #25-08 Bassett/Bates
Be it resolved that Council authorize the purchase of one Westeel
Coded Slip Tank from the Gilbert Plains Co-op as per the attached
quote, excluding trade-in. Carried.
Resolution #26-08 Michaluk/Safronetz
Be it resolves that Council authorize the sale of the used slip
tank to Dennis Rehirchuk for $150.00. Carried.
Environmental Health Services – Nuisance Grounds
Resolution #27-08 Rehirchuk/Safronetz
Whereas a new waste disposal site is required to comply with the
Waste Disposal Grounds Regulations 150/91:
And whereas engineering tests indicate that the land located at
NE09-25-21W is adequate;
And whereas acquisition of the land will be shared with the Town
of Gilbert Plains on a 50/50 cost share basis;
Therefore be it resolved that the Council authorize the Reeve
and CAO to execute an offer to purchase for a portion of the above
noted quarter section, as noted in the said offer, with the following
terms and conditions:
1) non-refundable down payment of $2,500
2) purchase price of $80,000
3) subject to appropriate licensing being obtained from the Province
of Manitoba. Carried.
Intermountain Conservation District
Resolution #28-08 Basaraba/Bassett
Be it resolved that Council authorizes Councillors Michaluk and
Safronetz to attend the Conservation Districts Program – Framework
for the Future Regional Meeting being held in Dauphin, February
25, 2008. Carried.
PARC
Resolution #29-08 Rehirchuk/Bassett
Be it resolved that Council authorize a grant in the amount of
$1,000 toward the Ethanol project being spearheaded by P.A.R.C.
Carried
School
Council advised Councillor Bates to bring forward the concern
to the Mountain View School Division Board regarding volunteer
drivers being used to transport students to extracurricular activities
in light of the recent motor vehicle accidents surrounding this
matter.
7} Accounts & Finance
Resolution #30-08 Michaluk/Rehirchuk
Be it resolved that Council authorize payment of the following
grants/membership dues for 2008:
Gilbert Plains-Grandview Agricultural Society $2,000.00
Manitoba Good Roads Association $130.00
Federation of Canadian Municipalities $153.41
Manitoba Municipal Administrators Association $180.00 Carried.
Resolution 31-08 Bates/Safronetz
Be it resolved that Council authorize the reimbursement of expenses
in the amount of $3,000 to Susan Boyachek for the performance
of project management duties incurred in 2007 relating to the
construction of the municipal office. Carried.
Resolution #32-08 Bassett/Bates
Be it resolved that Council approve the expenditures in the following
amounts, as per the list of accounts:
General Operating $18,569.28 for cheques #2509 to #2535
Utility $1,640.11 for cheques #772 to #777. Carried.
8} By-laws
Resolution #33-08 Safronetz/Basaraba
Be it resolved that Council give third and final reading to By-law
#2008-01, being a by-law to authorize temporary borrowing for
current expenses. Carried

#2008-03, being a by-law to set terms of employment for administrative

9} General Business
Resolution #35-08 Michaluk/Rehirchuk
Whereas Manitobans take great pride in their commitment to voluntarism,
to the community and to public service; and Whereas voluntarism
contributes significantly to the collective quality of life for
citizens in all areas of our province; and Whereas through their
selflessness and compassion, volunteers provide a wonderful examples
of community spirit and the willingness to help others; and Whereas
Manitoba citizens generally have one of the highest rates of voluntarism
in the country, donating their time and energy to many worthy
causes; and Whereas Manitobans will continue to build a legacy
of community participation and caring throughout 2008 and beyond;
and Whereas the invaluable year-round contribution of volunteers
of all ages and exceptional achievement in this sector should
be officially recognized; Therefore let it be known that the R.M.
of Gilbert Plains Council do hereby proclaim the week of April
28 to May 2, 2008 as Volunteer Week in the Rural Municipality
and commend its thoughtful observance to all citizens.
Rural Water Business
Resolution #24-08 Michaluk/Rehirchuk
Be it resolved that Council authorize payment of $5,000.00 to
the Manitoba Water Services Board (MWSB), which represents matching
dollars from the Town of Gilbert Plains, the Town of Grandview
and the MWSB, to have the MWSB conduct a feasibility study to
determine the cost of construction (and/or expansion) and operation
of
1) a water co-op serving the R.M. of Gilbert Plains and the Towns
of Gilbert Plains and Grandview using the R.M. of Gilbert Plains’
water treatment plant as the water source; and
2) expansion of the R.M. of Gilbert Plains’ water treatment plant
to provide water to only the Town and R.M. of Gilbert Plains.
