On Tuesday, December 11, 2007, the Council of the Rural Municipality of Gilbert Plains met at 9:00 a.m. in the Council Chambers of the Rural Municipality of Gilbert Plains municipal office.

1} Call meeting to order

Be it resolved that Reeve Malowski calls this meeting to order at 9:00 a.m. Carried.

2} Additions to/Adoption of Agenda.

Be it resolved that Council adopts the agenda of this meeting as amended. Carried.

3} Adopt Minutes

Be it resolved that Council adopts the minutes of the regular meeting held on November 13, 2007 as presented. Carried.

4} Delegations
9:00 am Dick Menon, MWSB. Council held a conference call with Dick Menon to discuss matters relating to the proposed water co-op.

10:00 am All Public Works staff met with Council to discuss ongoing maintenance and public works operations.

5} Business arising from minutes
Resolution #265-07 Michaluk/Bates
Be it resolved that Council hereby agrees to reduce the amount on invoice #2006-00161 (RM of Grandview boundary work) from $6,415.00 to $3,000.00. Carried.

6} Committee Reports
Protective Services
Councillor Michaluk reported on the EMS meeting held on November 14, 2007. He advised that the Ambulance Service will be running an EMT course beginning January 2008.

Transportation Services
Resolution #266-07 Bassett/Basaraba
Be it resolved that Council hereby sets the following equipment rental rates. Carried.
Grader - $115.00 per hour; $50.00 per half hour rate; $25.00 for 15 minutes minimum rate.
Crawler with Dozer 850C - $130.00 per hour
416 Backhoe - $70.00 per hour
Excavator - $100.00 per hour
Scraper 613C - #138.00 per hour
Mac Truck - $70.00 per hour
JD Tractor - $80.00 per hour
Mower - $16.00 per hour
Towing – minimum charge $100.00 plus $115.00 per hour.

Be it resolved that Council hereby authorize the following outstanding sale of service accounts to be added to taxes as of December 31, 2007. Carried
Bryan Gallaway $241.52; Plains Welding $52.52; Gerald Robb $52.52; Leslie Sametz $1.25; Stephen Scott $261.80.

Transportation Services – Bridges
Bridge located at NE04-26-21W (Lindsay) – see work order #07-56.

Environmental Health Services – Nuisance Grounds
Council reviewed the recycling report outlining tones collected by Parkland District Recycling during the past four months. Overall collection for the entire region is up 20% compared to required minimums as per the contract terms.

Council directed Councillors Bassett and Bates to meet with the Town Council’s Nuisance Grounds Representatives to discuss issues including: complaints regarding dump hours, operator flat tire expense, purchase of magnet, supply of safety equipment/clothing, 3 month performance review.

Community Foundation
Councillor Basaraba reported on meeting attended on December 5, 2007. He advised that approximately $2,700 funds were allocated to six grant applications. An awards night is being planned for January 19, 2008 in which successful applicants will be advised of grant allocations.

Handivan
Reeve Malowski advised Council that the Handivan Board has ordered a new van to be delivered at the end of February, 2008 at an approximate cost of $95,000.00.


7} Accounts & Finance

Be it resolved that Council approve the expenditures in the following amounts, as per the list of accounts:
General Operating $113,921.09 for cheques #2384 to #2439
Utility $5,381.79 for cheques #737 to #753. Carried.

Be it resolved that Council adopt the financial statement for the month of November, 2007. Carried.


8} By-laws

Be it resolved that Council give second reading to By-law #2007-06, being a by-law to establish water rates within the RM of Gilbert Plains. Carried

Council agreed to reimburse sidewalk snowclearing at a rate of $10.00 and office cleaning at a rate of $30.00 per week.

CAO circulated school bus routes received from Mountain View School Division for information purposes only.

Resolution #273-07 Safronetz/Bassett
Be it resolved that Council hereby authorizes the Reeve and CAO to duly execute the Municipal Part 9 Building Code Inspection Services Contract for January to December, 2008. Carried.


Ward Business
Council discussed the hill located on Markham Road and agreed that no work would be done on the road but proper signage would be installed indicating “slow’ and “narrow bridge.”

Council discussed the request received from Hilton Kilford (SE12-25-22W) to complete landscaping in the municipal right-of-way and to level the municipal approach at his own expense and agreed to provide authorization.

Council reviewed the report received from Dauphin Ochre Weed Control regarding Red Bartsia. Since it has been determined that the weed is located in an area approximately two miles in radius of NE08-25-21W, Council directed Councillor Basaraba to arrange a meeting with affected landowners and Manitoba Agriculture Representative, Jim Heshka to prepare an eradication program for the spring of 2008.

Council reviewed correspondence received from Jason Tomski, Manitoba Water Stewardship, regarding unauthorized water control works NE25-26-21W and directed CAO to obtain further information.

Council reviewed and approved Work Orders #07-55 to #07-58.

Councillor Bates left the meeting at 4:30 pm for personal reasons.

Councillor Michaluk left the meeting at 5:00 pm but was available by telephone to be a part of the discussion and vote on the following resolution.


Rural Water Business
Resolution #274-07 Basaraba/Safronetz
Be it resolved that Council agree to enter into an agreement with the Manitoba Water Services Board, the Town of Gilbert Plains and the Town of Grandview to form a Water Co-op for the construction and operation of a water treatment plant conditional upon the following criteria being met:
1) Payment of $400,000 for existing water treatment plant infrastructure to be paid prior to the commencement of expansion construction.
2) Expanded water treatment plant must contain state of the art technology and capacity and must include a secondary well, backup generator system, enclosed office space, indoor washroom facility, individual membrane cleaning vessel, 3 phase power and continued use of reverse osmosis filtration system.
3) RM of Dauphin becomes an equal member of the Co-op to provide water to the western portion of the RM of Dauphin municipality.
4) All repairs made to the existing water treatment plant as of January 1, 2008 be charged to the MWSB and come payable by the Co-op.
5) Provision of 50-50 cost sharing funding between the RM of Gilbert Plains and the MWSB for the inclusion of 15 rural water connections as submitted to the MWSB dated May 16, 2007. Connections to be completed in 2008. Carried. (Councillor Michaluk requested a recorded vote.)
