March 24, 2009 Regular Meeting Minutes

On Tuesday, March 24, 2009, the Council of the Rural Municipality of Gilbert Plains met at 9:00 a.m. in the Council Chambers of the Rural Municipality of Gilbert Plains municipal office.

1} Call meeting to order

Be it resolved that Reeve Malowski calls this meeting to order at 9:05 a.m. Carried.

2} Additions to/Adoption of Agenda.

Be it resolved that Council adopts the agenda of this meeting as amended. Carried.

3} Amend/Adopt Minutes

Be it resolved that Council adopts the minutes of the regular meeting held on March 10, 2009 as presented. Carried.

4} Business arising from minutes

5} Delegations
2:00 pm Wesley Hrytsay attended the Council meeting to discuss his concerns about the run-off onto his Town property which is adjacent to the RM Municipal Office. Council advised him that his concerns must be addressed by Town Council.

6} Accounts & Finance
Resolution #69-09 Basaraba/Bassett
Be it resolved that Council approve the expenditures in the following amounts, as per the list of accounts:
General Operating $70,657.12 for cheques #3454 to #3485
Utility $2,671.33 for cheques #1053 to #1061. Carried.

Resolution #70-09 Rehirchuk/Bates
Be it resolved that Council authorize payment of the following grants/ membership dues for 2009: Hudson Bay Route Association $200.00 Carried.

Resolution #71-09 Michaluk/Bassett
Whereas the Dauphin Regional Airport Authority is a vital resource for the Parkland Region with the provision of such services as Life Flight Medical service and Purolator Courier;
And whereas the following municipalities continue to provide financial support to the service: RM’s of Alonsa, Ethelbert, Grandview, McCreary, Mossey River and Ochre River; Village’s of Ethelbert and Winnipegosis and the Town of Grandview;
Therefore be it resolved that the RM of Gilbert Plains hereby provides the 2009 contribution of $2.11 per capita totaling $1,759.74. Carried

Be it resolved that Council hereby adjourns until 1:15 p.m. Carried

Council held budget discussions for general operating revenues and expenditures and proposed capital projects and equipment purchases. Public hearing date will be set for April 21, 2009 at 7:00 p.m. in the Council Chambers of the R.M. Office.

7} By-laws
Council held a detailed discussion on the ROW by-law #2007-07 and a further review was tabled to the next meeting.

Council directed the CAO to send registered letters to ratepayers who have been notified they are in contravention of By-law #2007-07 by completing work within a municipal right-of-way and where no corrective measures have taken place.

8} General Business
Council reviewed a quote provided by Beck’s lawn service and agreed to accept the rate and continue with the service as previously completed.

Ward Business
Councillor Michaluk advised Council of the request from Dykun’s to use their equipment within specified municipal ditches to remove snow to improve spring runoff. Council agreed to provide authorization conditional that they will assume all responsibilities for potential downstream and overland impact.

Rural Water Business
CAO advised Council that twelve ratepayers have made application for rural water service under the proposed funding program with the Building Canada Fund.

9} Committee Reports
Economic Development Board
Councillor Basaraba provided a verbal report on his attendance at the Board meeting held on March 23rd. Discussions included a housing development on Short Street which would include a duplex unit and a possible future sixplex unit.

Handivan
Reeve Malowski provided a verbal report on his attendance at the Handivan Annual General Meeting held on March 23rd. The RM of Gilbert Plains has completed the book-keeping for the past two years and now the books will be forwarded to the Town of Gilbert Plains effective April 6th for the next two year period.

Mountainview Planning District
CAO advised Council of Development and/or Building Permits in process which included the following: Ilnisky

Recreation Commission
Resolution #73-09 Rehirchuk/Bates
Be it resolved that Council accept the 2009 budget from the Recreation Commission as presented conditional that the Recreation Commission does not charge Community Groups for time associated with duties and responsibilities completed by the Recreation & Tourism Coordinator in relation to grants and staffing responsibilities. Carried.

School
Council discussed the correspondence received from Bart Michaleski indicating the School Division’s intent to close the Gilbert Plains bus garage. Council agreed that Councillor Bates or Basaraba would present Council’s dissatisfaction to this decision at the upcoming School Division Meeting.

Councillor Glen Bates left the Council Meeting at 3:45 p.m. for personal reasons.
